Fuel pump/injectors may not be primed, fuel filter/pump/injectors may have an air lock or blocked. How fast is it turning over? Have you primed the fuel system right upto the injectors and fitted a clear hose to check for air in the fuel lines. Is the tank more than 1/4 full?
